Is it the pattern or me?

So I'm new to sewing, and I already knew this pattern was going to need altered because I didn't want to use knit fabric, but woven.
The patterns are supposed to be printed on either A4 or letter-size paper, and I needed to choose "custom" and 100% settings on my printer to get the scale to match. Still, I had problems.
The shoulder hems don't match up. The pattern says that the hem allowance is 1/4-inch, but I don't see how - on the bust and arm band pieces, it's more like 2 mm, and on the skirt, it's 4 mm. (I measured)
When I cut out the paper pattern pieces and laid them on my doll, the arms were too long (about 1/4 inch or 1 cm), and the skirt was way to short - it ended at around the doll's knees.
The bodice parts don't line up: the back bodice part is shorter than the front.
The instructions are very clear. I'm going to try to remake the pattern starting with paper towels and adding darts around the bust line.
Cuz I'm new - I don't know if it's the pattern or me. But I struggled.
